EDA to change farmland leases

The EDA leases undeveloped land in the I-43 Business Center and University Heights Commerce Center for row crops and hay.

The authority considered putting the leases up for bid, but farmer Garry Boucher argued that it would be unfair to small farmers who have leased the land for years.

"You're raising the price at a time when the market is flat," Boucher said.

The authority is leasing land at $35 an acre under automatic renewal contracts. A staff survey found market prices of $75 to $150 per acre for prime farmland. Some of the EDA property is lesser quality.

Derek Lord, city economic development director, said the board should at least terminate the automatic renewals for contracts on which prices can be adjusted.

The EDA voted to terminate automatic renewal contracts beginning in 2011 and authorized staff to negotiate new prices based on market prices and the quality of the parcels being leased.
