Governor wants to restore state land conservation fund

The Tennessee General Assembly is studying a proposal to restore funds for land acquisition and conservation in the 2010-2011 budget.

In 1991, the legislature allocated a portion of the state's real estate transfer tax for the State Lands Acquisition Fund. According to the Forever Green Tennessee campaign, however, the funds were diverted in 2008 and 2009 to help mitigate state budget shortfalls.

Gov. Phil Bredesen has now proposed restoring the fund to $17 million. While it is less funding than previous years, Environment and Conservation Commissioner Jim Fyke said the money is needed.



State Sen. Doug Overbey, R-Maryville, said the proposal is a good one. “They are restoring the real estate transfer tax to land and soil conservation funds. I think is good and hope we can do that. Over the past several years, we have tried to restore funds that had previously been diverted. I think that would be a positive thing to do. Whether in final analysis it can be done remains yet to be seen. We're in the 21st month of declining sales tax revenues. So, what the final budget will look like is still a question mark.”
